Policy experimentation and policy learning in Canadian cultural policy

This article examines policy experimentation in the context of learning Canadian cultural policy. Despite attraction to encourage and thus improved outcomes, much literature on does not give sufficient attention how it is operationalized practice. Drawing from a novel dataset based interviews with key actors, this focuses governance impacts resulting experimentation. Findings ultimately demonstrate that while occurred, was constrained overall by hierarchical, top-down approach Lessons case study can therefore be useful for both scholars public administrations embarking or other types sector innovation Canada beyond.
